Apple strengthens App Store rules against hidden nudification tools

Apple strengthens App Store rules against hidden nudification tools

Apple has tightened its App Store Review Guidelines to bar apps that use AI to create offensive content and apps that conceal nudification capabilities during review before revealing them after approval. The company said it may remove apps that add features not present in the version submitted for App Store review.

The updated language targets a bait-and-switch pattern in which an app presents itself as a conventional product to reviewers, then exposes harmful functions later. Apple specifically named “nudification” as an example of a capability that cannot be hidden or undocumented.

New requirements for moderation and disclosure

Apple said apps hosting user-generated content must filter objectionable material, provide a way for users to report offensive content, and allow them to block abusive accounts. The revised guidance places those measures alongside the ban on hidden features, linking product disclosure and content moderation within the company’s review expectations.

The company also strengthened language in the legal section of its rules, saying it will bar apps that promote human trafficking and the exploitation of children. The policy update focuses on both the content an app enables and the safeguards its developer puts in place.

Scrutiny of nudification apps has intensified

The revision follows pressure on major app-store operators over AI tools that create non-consensual sexualized imagery. In July, San Francisco ordered Apple and Google to remove such services, while San Francisco’s action against nudification apps documents the city’s demand that the two platforms clean up nudification apps from their stores.

An April report from the Tech Transparency Project found multiple nudify apps in both companies’ stores, including some rated as suitable for minors. Apple said that, in the previous year, its review process prevented more than 150,000 apps from reaching users and removed 193,000 developer accounts for fraud and abuse.

What developers need to do

For developers, the practical implication is that App Store compliance must cover the shipped product as well as the build submitted for review. Teams operating AI or user-content features need clear disclosures, functioning reporting and blocking controls, and moderation designed to prevent objectionable material from being surfaced after release.
