MI5 flags MSS-linked funding in research involving UK academics

MI5 has warned that more than 100 U.K.-linked academics have contributed to Chinese research projects funded on behalf of China’s Ministry of State Security (MSS). In a Security Service Espionage Alert issued on September 30, 2026, the U.K. domestic intelligence agency identified the China General Technology Research Institute (CGTRI) as the vehicle behind the funding.

MI5 said CGTRI, also known as the China Academy of General Technology (CAGT), is assessed to be a front company for the MSS. Its primary purpose, the agency said, is to finance research that directly improves the MSS’s technical capability for espionage.

Research areas cited in the alert

The alert says CGTRI funds academic work in China involving artificial intelligence, cybersecurity, covert communications systems and steganography. These fields can support intelligence collection and operational communications, making the provenance of funding material to universities and individual researchers.

MI5 said some of the academics involved may not have known that CGTRI was financially backing the Chinese projects to which they contributed. The agency nevertheless described the activity as support for MSS espionage and a threat to U.K. national security.

Universities asked to review collaborations

U.K. academic institutions have been urged to immediately examine current and planned collaborations with CGTRI. MI5 also called on them to trace funding sources in research partnerships with Chinese institutions, so they can establish whether the institute is involved.

The alert warns that institutions, staff and researchers that continue such collaboration could face prosecution under the National Security Act 2023 if they provide material assistance to a foreign intelligence service conducting U.K.-related activities. The warning places particular emphasis on the responsibility to understand not only a direct research partner, but also the entities financing the work.

Beijing rejects the allegations

The Chinese embassy in the U.K. called the accusations imaginary and purely fabricated, saying it had lodged representations with the U.K. side. An embassy spokesperson said university exchanges and research cooperation between China and the U.K. had been voluntary, lawful and mutually beneficial, and urged U.K. intelligence authorities to stop undermining them.

Separately, U.K.-China Transparency has said that CGTRI has identifiable staffing overlaps with China’s University of International Relations, which it described as closely affiliated with the MSS. The think tank said CGTRI specialises in cybersecurity, signals intelligence and AI-enabled tools for strategic national objectives.

Practical implication for research partnerships

For universities, research teams and businesses working with academic partners, the alert makes funding transparency a core control: identify beneficial sponsors, document the technical scope of projects, and seek legal and security review before transferring expertise that could create exposure under the National Security Act 2023.
