A six-pillar framework for young AI users

OpenAI has introduced the Australian Youth Safety Blueprint, a roadmap intended to protect young people as they use artificial intelligence while preserving opportunities to learn, create and build skills. The company positions the document as a practical contribution to Australia’s policy landscape for youth safety and AI.

The Blueprint sets out six pillars for responsible AI experiences for teenagers. These cover AI literacy, age-appropriate safeguards, privacy-protective age assurance, connections to real-world crisis support, accessible parental controls, and corporate accountability for identifying and addressing risks to young people.

OpenAI says the framework is designed to help define how responsible AI should work for teens. Its central position is that the responsibility for safety should not fall primarily on young people or their families, and that companies need to build protections into products from the outset.

ChatGPT for Teens rollout in Australia

In August, OpenAI began rolling out ChatGPT for Teens in Australia. The default experience is intended for users identified as aged 13 to 17 and includes updated safeguards designed around their developmental needs.

The rollout builds on the company’s existing parental controls, under-18 safety policies and age-assurance approach. OpenAI says age assurance helps it apply appropriate protections to the appropriate users, while the Blueprint calls for methods that protect privacy.

Policy and product responsibilities

OpenAI describes the Blueprint as ongoing work rather than a completed safety model. It says Australia has an opportunity to shape strong, evidence-based standards that protect young people while maintaining access to AI’s benefits.

The company says it will continue learning alongside teenagers, parents, educators, researchers and policymakers, and welcomes collaboration from others pursuing the same goal. The announcement places product safeguards alongside broader questions of standards and accountability in the Australian policy environment.

For businesses developing AI services for younger users, the practical implication is to treat age-aware protections, privacy-preserving assurance, parental controls and pathways to real-world support as product responsibilities from the beginning.
