Europe turns away from US software: CLOUD Act, sovereign clouds and an opening for local players

Friends, sharing a tech update: Europe is intensifying its move away from US software amid growing awareness of legal and geopolitical risks.

What happened: due to the CLOUD Act, countries are pursuing ‘sovereign’ solutions — France is moving the Health Data Hub from Azure to Scaleway; the EU split a major cloud tender among Scaleway, CleverCloud, OVHCloud and STACKIT.

Risks: local data centres do not always guarantee protection; some winners still rely on services involving US companies (e.g. S3NS).

Why it matters: this concerns data sovereignty and incentivises European providers.

What measures would most effectively accelerate Europe’s technological independence?
